Non Service Dog

1048pm - Three people at bus stop. one with a dog. One got on, the other gets on and stands by the first person while the third person ducks down (sneaks on) behind the two standing people pulling a dog behind her. I told her she had to have her pet dog in a carrier. She ignored me. I told her again in a louder voice which she replied with I know the box is at home. I explained the rules to her that a pet animal must be in a carrier or it can not be on the bus. She replied with I know but I left the box at home and I just want to go home. You going to kick me off the bus? I replied with You can choose to leave or I can call for a supervisor for you. She then says Oh a supervisor said It was ok for me to bring my dog on the bus. At this point Dispatch called me back and I releid the problem to her which she asked me if it was a service dog. I told her no. Dispatch - did she say her dog was a service dog? ME - No. I told dispatch she did not identify the dog as a service dog, she said a supervisor said she could bring the dog on. Dispatch- is the dog on a leash. Me - yes. I asked when I could expect a supervisor Dispatch - said that I have to assume the woman talked to a supervisor and I have to let her ride. I asked dispatch if they are going to take responsibility if the dog bites someone. Dispatch told me that it was the owners responsibility. I asked a second time if they were going to take responsibiliyt which dispatch said again it was the owners responsibility. At this point the woman started using profanity. I told dispatch the woman was getting hostile, the woman yells from the seat that she is not getting hostile, one man sitting across told her she used profanity that is hostility. The woman told the man to shut his fat ass up. I told dispatch that it doesnt matter if it is the owners responsibility me as the operator of the bus is the one who is going to get into trouble, dispatch knows that as well as I do. Dispatch told me that if the dog was a service dog I had to let her ride the laws are that way. At this point the woman and dog got off. I closed the doors and left, and asked dispatch how can you get service dog out of P E T. [Im the one trying to follow the rules and dispatch is telling me to break them, result - I put other passengers safety at risk, which is what I should have told dispatch, my mistake there]
